It says John was born in an civilian hospital outside the Canal zone whole McCain says he was born on a base hospital insidet eh canal zone.
"Citizen" in the English language, refers to ANY citizen, be they natural born or naturalized. The way you are arguing it makes it sound like you think a "citizen" is some special KINF of citizen. Like as if "ice cream" denoted some special ice cream flavor rather than referring to any or all flavors.
